When you are applying what you have learnt,  you start from the opposite direction from Step 3. You analyse the structures of characters and decode them into alphabets and/or strokes. The alphabets could be further broken down into the basic strokes.

Learn Chinese characters systematically. Start from the most basic components - 35 strokes and learn the starting and ending points of these strokes. Then learn how to combine these strokes to form qTRAILS Alphabets according to the 32 Stroke Patterns (stroke order). Lastly, learn how to combine alphabets and/or strokes to form characters according to some simple part order rules.
